Excalibur is a crummy game but one of the few that is (almost?) playable.

One problem with 8-bit palettes is that the mipmap itself does not contain the palette. The palette is loaded with a Glide call every time the mipmap is used. So we probably can't just convert it to a 16-bit texture the first time it's used. (The game could use the same texture many times with different palettes each time.) We may have to convert it every single time it's used! (And keep track of destroying these extra textures later.)

RRedline supports 4-bit palettes. That might make things easier, but uglier.
